История с Oracle Cloud

Долго я что то не писал ничего. Видимо у меня кризис текста наступил.

Случилась попробовать Oracle Cloud:



Пробую создать аккаунт, добавляю карту и получаю ошибку:



Суть в том, что сейчас много кто ходит через VPN/прокси через разные ограничения.

Пишу в их онлайн-чат, почему создать аккаунт не могу:

Sally: Why do I need to provide credit or debit card information when I sign up for Oracle Cloud Free Tier?

For users in the United States, you may see temporary charges of $1 on your account statement. Users in other countries will see a similar charge in their local currency. These are verification holds that will be removed automatically, typically within 3 to 5 days.
Vova Kuchkovskiy: Debit card. I am from Ukraine. When i tried register account me show error. How to fix this?

Sally: advise you sign up again all use the same country's information
Vova Kuchkovskiy: Yes. I use VPN. Because in our country, without it, there’s no way through blocking sites. In us, the state blocks sites and we have to use a VPN.
Vova Kuchkovskiy: In a heap, a bunch of different sites are banned. This applies to many sites. Therefore, now a lot of users use proxies and vpn. And these are not scammers.
Sally: if your email is Russia?
Vova Kuchkovskiy: Yes. mail.ru
Vova Kuchkovskiy: This is the whole point. In Ukraine, there are no mailers for this reason. Yandex.ru mail.ru is popular in the CIS countries. Now I disconnected. My IP: 188.230.68.57
Sally: we are sorry that we could not process your order.
Vova Kuchkovskiy: Done. I did it differently. Registered. Well, I will test.
Vova Kuchkovskiy: Now is not the time when it was 10 years ago. Each country bans another country. And so it is everywhere. The same Iran which does not have access to bank cards.

Не подошла почта и мой IP. Ну ок, сделал со своего IP и указал .ua почту.



Прошла регистрация и отправился прямиком на модерацию:



Написал в поддержку:



Отписали, что не активируют аккаунт. Ну по барабану и так не буду там ничего покупать.

Утром на следующий день мне приходит уведомление о неудачном списании 105 EUR.



Прикол в том, что такой платеж может не вернутся например. Даже если он для верификации.
По этому всегда нужно давать дебетовые карты без баланса специально под тесты.

Итог. Аккаунт так и не активировали.
